PROJECTÂ ZERO
The pathway to ZERO homestead property tax.
Why pay rent on a home you own?
What is PROJECT ZERO?
Project ZERO is Effingham County’s long-term initiative to eliminate county property taxes for qualifying homestead properties by 2028.

Through strategic economic growth, new state-authorized tax relief tools, and voter-approved funding mechanisms, the County is working to shift the burden of county homestead property taxes away from homeowners while maintaining essential county services.
Economic Empowerment
Homeowner Savings
The total elimination of county homestead property taxes ensures residents retain more of their income for local reinvestment and family security.
Market Prosperity
Increasing household disposable income fuels our local commerce, creating a robust cycle of growth throughout Effingham County.
Community Integrity
Removing financial burdens from homeownership promotes long-term residency and enhances the collective stability of our neighborhoods.
Why is the County doing this?
The Board of Commissioners believes the benefits of Effingham County's growth should benefit the residents who live here. Project Zero is designed to use continued economic growth to reduce the property tax burden on homeowners while continuing to invest in the county's future.
